ON TIME PERFORMANCE

Background

As recently as 2013, Regional Rail on-time performance (OTP) was above 90% consistently for all Lines and offered the levels of service reliability expected by our customers. At the beginning of Calendar 2014, starting with severe weather episodes in January, OTP began to slip - a trend that continued into 2015. In 2016, Regional Rail service began moving back closer towards the 90% mark and then the Authority faced a series of significant events - Silverliner V fleet defect, the onset of Slippery Rail season, the recent Transit Service Interruption and full scale rollout of Positive Train Control - that disrupted service and schedules. A railroad like ours with a unique run-through arrangement in Center City (no terminals) and the numerous single track sections that trains are operated through is sensitive to conditions like these. The OTP dropped sharply to numbers that we never wanted customers to experience.

After asking ourselves some hard questions and taking steps to realign and reinvigorate our Regional Rail Department, we have a program working to turn OTP around. Schedule changes essential to this turnaround will be in effect on December 11, 2016. There are still more service improvements as you will see in the schedule change that went into effect on Sunday, January 29, 2017.

Improving service reliability is our business commitment to customers but we will never make any change that sacrifices on safety. Through this comprehensive Regional Rail Service Improvement Program we are working to create the balance to enhance reliability and ensure the safety of our customers and employees.

The tables below represent the On-Time Performance Report, with a callout for major events that impacted service for each Regional Rail Line. We are not where we want to be just yet, but this is an important start and we continue to focus on the issues that have had the most significant impact on service. With the deployment of Positive Train Control now substantially complete we can make the service and schedule adjustments needed to improve OTP across our Regional Rail network.

Current Update

Since the launch of the microsite, Regional Rail has implemented two schedule changes (December 11, 2016 and January 29, 2017) to begin addressing late train issues, service operations under Positive Train Control, as well as potential schedule conflicts due to the level of traffic out on the system and the number of Regional Rail Lines that share the same track.

The tables below present a "by week" view of our Monthly On-Time Performance Report, with a callout for major events that impacted service for each Regional Rail Line. The December report covered the 3 weeks in December following the schedule change on 12.11.16. The January OTP Report also includes the first two weeks in February as an early indicator of the service improvements expected as a result of the 01.29.17 timetable change. Over a two day period during the week of February 6, Regional Rail service achieved 92% and 88% OTP, which indicates that things are getting better. The challenge now will be establishing service consistency and a return to OTP at 90% for all Lines. To meet this goal, we continue to look at schedules, train performance, and feedback from customers to make further refinements for upcoming schedule changes including the next timetable change that will go into effect on Sunday, April 23, 2017.
