The Southwest Connection Improvement Program will rebuild the mainline infrastructure on the Media/Elwyn Line between 30th Street Station and the Arsenal Interlocking, just below University City Station, portions of which date more than 80 years. This track area also supports Wilmington/Newark and Airport Line services making it a critical rail connection for Southwest Philadelphia, Center City, Delaware County, and the economic vitality of the region. Special construction Regional Rail timetables will be in effect for the Media/Elwyn and Wilmington/Newark Line Service. The Airport Line will operate as a Shuttle Bus service with a special construction schedule.

Overall Program Scope
  • Reconfigure and replace the existing Arsenal Interlocking (area of switches)
  • Remove the existing Walnut Interlocking and realign rail
  • Create a new Interlocking and turn back track near University City Station
  • Replace the overhead contact system and the Overhead Catenary System structures
  • Repair/Upgrade retaining walls and structural elements inside Walnut St Tunnel
  • Repair drainage structures

SCHEDULED WORK FOR 2019

At Arsenal/Civic Interlocking:

  • Install all necessary rail work for new Civic Interlocking just south of University City Station
  • Continue work to complete the renewal of Arsenal Interlocking with the replacement of the 83 switch
  • Complete all necessary catenary improvements to support the track alignment changes, especially the new Civic Interlocking on Track 6


Along Airport Line:

  • Continue track area inspection and heavy maintenance including all overhead wire
  • Replace curve rail
  • Continue debris removal, brush cutting, structure and catenary painting, and bridge inspection


Woodland Avenue Bridge Project

  • On-going construction work to replace bridge spanning Media/Elwyn Line tracks
What You Need To Know About Changes In Service
AIRPORT REGIONAL RAIL LINE
  • Train service will not operate during the outage. Shuttle Buses will substitute for train service between Eastwick, Airport Terminals, and 30th Street Station
  • Shuttle Buses from the Airport Board at the Temporary Shuttle Bus Stops – please look for signs
  • Shuttle Buses from 30th Street Boards on JFK Boulevard at 30th Street (buses will face towards 32nd St)
  • To access University City Station AREA, use Media/Elwyn Line Shuttle or additional train service that will operate between University City and 30th Street
MEDIA/ELWYN REGIONAL RAIL LINE
  • Train service will operate between Elwyn & 49th Street Stations following special construction timetable
  • Shuttle Buses will substitute for service between 49th & 30th Street Stations
    • Shuttle Bus from 49th Street will board on Chester Ave
    • Shuttle Buses from 30th Street Boards on JFK Boulevard at 30th Street (buses will face towards 32nd St)
  • Alternate Travel Option to/from University City,30th Street, Center City - Route 11, 13, 36 Trolleys (board/exit at 49th Street)
  • For continuing travel to Center City from 30th St: take any Regional Rail train going towards Suburban Station or use Market Frankford Line/Trolleys – 30th Street (across from Amtrak Station)
  • To access University City Station AREA, use Media/Elwyn Line Shuttle or additional train service that will operate between University City and 30th Street
WILMINGTON/NEWARK REGIONAL RAIL LINE
  • Train Service will operate between Newark & 30th Street following a special construction timetable
  • ALL trains will arrive/depart 30th Street from Amtrak Main Terminal Lower Level platform
  • NO service to/from Suburban, Jefferson, or Temple University Stations
  • For continuing travel to Center City from 30th St: take any Regional Rail train going towards Suburban Station or use Market Frankford Line/Trolleys – 30th Street (across from Amtrak Station)
  • To access University City Station AREA, use Media/Elwyn Line Shuttle or additional train service that will operate between University City and 30th Street

Additional Train Service between University City & 30th Street every 30 minutes
Select Chestnut Hill East, Fox Chase, Glenside, Lansdale/Doylestown, Manayunk/Norristown, Warminster and West Trenton Line Trains will provide continuing train service. Please check the University City Service schedule for details.
♿ Planned Elevator Outage at University City Station - ADA Travel Alternates

Concurrent with the Southwest Connection outage, SEPTA will be completing a project to repair the elevators at University City Station. While train service will operate the station will not have ADA Elevator access. As an alternate, during this work, Airport and Wilmington/Newark Line customers traveling to destinations in the vicinity of University City Station should connect with a Media/Elwyn Line Shuttle Bus at 30th Street Station for continued travel to 33rd & Spruce Streets. Media/Elwyn Line customers will exit the Shuttle Bus at 33rd & Spruce. All SEPTA buses are ADA accessible.

Wilmington/Newark Line
  • Schedule information for train service between Newark/Churchmans Crossing/Wilmington and 30th Street (Amtrak Lower Level)
  • Real time information including the map will only be available for the portion of the trip between Newark/Churchmans Crossing/Wilmington and Darby Station. While 30th Street will be the last stop for all trains, the track serving Amtrak Lower Level managed by SEPTA
  • Next to Arrive will only be available for trip planning between Newark/Churchmans Crossing/Wilmington and Darby Station.
